Can't add unarchived Kindle purchase to device

I bought a Kindle book a while ago and archived it from my list of purchases. However I now want to add it back on to a new device. I have 'unarchived' it now. But I still can't see the option to add it to a device. When I go to the content and devices section, I can't see it listed there, even though it now appears under my purchase history. Can anyone help?
