Amazon stealing $700!

I bought a psvr2 but then returned it and it's been a while and they refuse to give me any info. I ask them and instead of answering anything they say I need to give them legal ID to verify my identity. I ask them to just refund it or send me my item back but they are persistent. Since they haven't updated it I have no evidence for a claim with my card company to start a chargeback, I can't get my money back. What do I do? Do I get police involved? I don't know what to do because this is a hefty Sum of money. Canada btw.
